EGAT planning to import LNG

According to Reuters, the Electricity Generating Authority of Thailand is looking to import LNG directly for the first time.

This reportedly comes as part of a plan by the government to increase competition in the power sector. According to Reuters, EGAT is requesting expressions of interest for up to 1.5 million tpy of LNG via the existing Map Ta Phut LNG receiving terminal, which is located in eastern Thailand.

Reuters reports that the Authority typically purchases gas from PTT, which is a state-owned organisation and Thailand’s only gas supplier and LNG importer. EGAT is reportedly seeking expressions of interest for the delivery of LNG through an agreement with PTT’s LNG terminal for a period of four to eight years starting in March 2019.

According to Reuters, this LNG will be used to feed power plants, including those in South Bangkok, Bang Pakong and Wang Noi. This is part of Thailand’s plan to increase competition in its downstream gas sector.

PTT is also able to take part in the tendering process, with expressions of interest due by 31 August 2018.

EGAT also reportedly acquired access to 1.5 million tpy of regasification capacity from PTT LNG at the current terminal, over a 38-year period lasting from 2019 – 2056.

According to Reuters, the Authority also currently has plans to implement a floating storage and regasification unit (FSRU) in the Gulf of Thailand. The vessel will have a capacity of 5 million tpy, and is expected to be ready by 2024. This vessel will be connected to the country’s existing gas pipeline network.
