Black & Veatch selected as owner’s engineer for Brazilian power plant

This follows a recent announcement by Qatar Petroleum that Ocean LNG Ltd (an affiliate of Qatar Petroleum) had signed a long-term LNG sale and purchase agreement (SPA) with CELSE. Under the agreement, Ocean LNG will supply 1.3 million tpy of LNG to CELSE on an Ex-ship basis for the power project, with shipments starting in 2020.

As owner’s engineer, Black & Veatch’s services include monitoring the cost and schedule performance of the engineering, procurement and construction (EPC) contractor, as well as technical review of the design and equipment.

The facility will include three 7HA.02 advanced technology gas turbines by General Electric (GE). These combustion turbines will be the first units installed in South America, and will run on LNG delivered via a new floating storage regasification unit (FSRU). Construction of the power plant is scheduled to commence in November 2016, with commissioning scheduled for late 2019.
