Early June: European downstream update

France

There are several refineries up for sale in France at the moment. LyondellBasell announced at the end of May that they wish to sell the 105 000 bpd Berre facility. The olefins and polyolefins units associated with the facility are not for sale.

Total’s closed Dunkirk refinery is to be turned in to an LNG terminal. French President Sarkozy promised this at the end of May. The refinery was taken offline and permanently closed in October last year.

The Reichstett refinery, owned by Swiss firm Petroplus Holding will be turned in to an export terminal. The facility was closed earlier this year.

Germany

Shell has announced plans to shut the Harburg refinery and turn it in to a storage site. This announcement has been made as Shell has failed to find a buyer for the refining facility. Shell was once in talks with Essar regarding the sale of the refinery.

Plans to upgrade the ConocoPhillips owned Wilhelmshaven refinery have been abandoned. The refinery is now going to be closed and converted in to a terminal.

Italy

In March this year, the Libyan oil company Tamoil announced plans to shut down its 90 000 bpd facility. There are plans to convert the facility in to a storage site.

Romania

After announcing plans to shut the Arpechim refinery after failing to find buyers for the facility, Petrom are now in talks. Oltchim have made an offer for the facility for a currently undisclosed amount.

Russia

At the end of last week, a fire at the power substation for Gazprom Neft’s Moscow refinery, caused an interruption to oil product loading. Dispite the interruption, activities at the facility were not disturbed.

Spain

The restart of two units at the Petronor refinery, Bilbao after planned maintenance has been delayed. It has now been announced that the visbreaker should be running at full capacity by the end of today (6th June) and the desulfurisation unit should be running full operations in 10 days time.

UK

In Llandarcy, South Wales, 25 homes have now been sold in the early stages of converting the site of a former oil refinery in to a new urban village. 54 properties are currently under construction at the site and when complete there will be a total of 133 residential homes.
