ABS grants AIP for CNOOC gas block terminal

The classification service provider, ABS has announced that it given approval in principle (AIP) for China National Offshore Oil Co.’s (CNOOC) Gas block (CGB) terminal.

Bill Shi, the ABS Vice President of Engineering, Greater China Division, said: “By awarding CNOOC AIP, we have acknowledged that the company’s innovative approach to design and construction of a first box-type CGB terminal in China is compliant in principle with the requirements of the ABS Rules and the accepted industry standards, proven technology and sound engineering practices […] ABS will continue to support this new CGB terminal design concept that will strengthen the rapidly increasing offshore gas terminal market when it is fully developed and implemented.”

The CGB unit functions as an offshore LNG receiving, storage, bunkering and regasification terminal, and will consist of a concrete caisson structure, complete with a steel skirt and steel roof. The overall structure will also include a caisson deck, external longitudinal bulkheads and external transverse bulkheads. Horizontal LNG storage type C tanks will be housed in the terminal, with additional processing equipment topside. The terminal is expected to be built at a design water depth of 10 – 20 m on the seabed. A single block’s storage volume can be anywhere between 5000 m3 and 50 000 m3, depending on the block, and the overall storage volume can reach up to 300 000 m3 when several of the blocks are used in unison.

CNOOC Gas and Power Group claims that the terminal will be modularly built and installed, and, due to the movable nature of the steel skirt, can be relocated. In addition to this, the concrete box is able to sustain LNG in the event that there is a leakage from the LNG tank, and features a high load-carrying capacity against wind, current, wave or seismic loads.

Howard Fireman, the ABS Chief Technology Officer, said: “New technologies are vital to continued industry growth […] By evaluating new designs and granting AIP to those that merit it, ABS is helping industry move novel designs from concept to development.”

Dr Yanjian Peng, who is in charge of CGB terminal efforts at CNOOC, added: “High availability, inherent safety and simple construction and operation should be the main criteria when selecting technology offshore […] The CNOOC gas block terminal meets these criteria at an attractive cost. We are proud to have been granted AIP for this design concept, which we believe will introduce a better option for LNG storage and regasification in challenging operating areas.”
