Golden Pass LNG files FERC application

Golden Pass Products LLC said it has applied to the Federal Energy Regulatory Commission (FERC) for permission to construct and operate its proposed LNG project at the existing Golden Pass LNG import facility in Sabine Pass, Texas.

The FERC permitting process will involve an Environmental Impact Study (EIS), multiple agency regulatory reviews and public comment periods. Golden Pass Products commenced the National Environmental Policy Act (NEPA) pre-filing process with FERC in May 2013.

Eric Pletcher, president of Golden Pass LNG, said: “This is a key step towards making the project a reality. To succeed in the permitting process requires years of work and investment and the determination of a strong team.”

Shareholders in Golden Pass Products include Qatar Petroleum International (70%) and ExxonMobil (30%). A final investment decision is expected in 2015, after which Golden Pass Products would invest approximately US$ 10 billion over five years to build the proposed facility.

Jobs

An investment this size is expected to create approximately 45 000 direct and indirect jobs across the nation during the construction phase, the company said. During its 25-year operations phase, the project would generate about 3800 new jobs in the US, including more than 200 permanent jobs at the site.

Authorisation

The project received US Department of Energy (DOE) authorisation for exports to Free Trade Agreement (FTA) countries nearly two years ago and is now awaiting approval from the DOE to export to non-FTA nations, notably Japan.
