Approaching regulatory deadline
In addition to Control Room Management and Distribution Integrity Management Programs (DIMP) there is another regulatory deadline occurring the first week of August, registering for greenhouse gas (GHG) reporting as a supplier of natural gas by August 1st. The actual reports of GHF for the gas supplied are due by September 30th. The Environmental Protection Agency (EPA) issued rules in 2009 that required all distribution systems to report receipts and deliveries of natural gas, with volumes converted to equivalent metric tons of carbon dioxide.
American Public Gas Association (APGA) successfully sued EPA to exempt utilities that deliver less than 460 million ft3/y of gas from reporting, so only utilities that delivered 460 million ft3 or more of natural gas in calendar year 2010 need to read on. APGA has developed two spreadsheets to assist members in converting cubic feet of gas to equivalent metric tons of CO2. In addition, EPA delayed the registration and reporting deadlines due to problems with the online reporting system.
