PowerLNG has announced the execution of a 30-year lease with two 10-year extensions with the Galveston Wharves for the development of an LNG production and marine fuelling facility. Project Seawolf is a synergistic partnership between PowerLNG Ventures and the Port of Galveston designed to provide a complete marine LNG solution including liquefaction production, storage, marine fuelling, and small scale export within the Gulf of America. This project will establish the first complete marine LNG fuelling solution on the Gulf Coast and will position the Galveston Port as the premier location for cruise, cargo, RoRo, and lay berth operations seeking marine LNG fuelling services.
Project Seawolf is a modular, scalable LNG production facility being developed on a 30-acre tract on Pelican Island in the Port of Galveston with initial production of 400 000 gal./d scalable to 800 000 gal./d as demand grows.
The project will initially provide 3 million gal. of LNG storage on site with additional storage as needed through additional moveable and stationery vessels.
It will facilitate the company’s customer’s connections with its strategic partner that will provide the Jones Act bunker vessel for ship-to-ship LNG fuelling operations for cruise ships and other vessels using this fuelling methodology. The project will also provide shore-to-ship loading for RoRo and other cargo vessels via dock mounted LNG storage and moveable fuelling equipment.
In addition, it will provide small scale LNG exports targeted to Mexico and the Caribbean Islands via ISO containers and bunkering vessels.
There is an Initial capital investment of US$240 million, producing numerous construction jobs with an estimated 25 full-time production facility and fuelling operations positions plus dozens of positions for truck drivers and ILA labour to load ISO containers for export.
A full LNG plant operational at 400 000 gal./d is targeted for the end of 4Q28.
Port of Galveston will be the leader and model for integration of LNG production and fuelling on the waterfront.
“We are honoured to be in partnership with the Port of Galveston providing the complete marine LNG fuelling solution from liquefaction production to storage to bunkering/loading to export. The economic and environmental benefits of marine LNG position the Galveston/Houston area to expand business support for this new class of vessels and diversified cargos,” said Austin Terry, CEO of PowerLNG.
